The City of Hampton hereby requests proposals from qualified individuals or firms to provide engineering services for an anticipated $600,000 FFY 2021-2022 Florida Small Cities Community Development Block Grant (CDBG) in the neighborhood revitalization program category that may fund water well construction and related activities. Engineering services will include project design, construction observation, and related services. Proposals will be considered on an equal competitive basis using the following criteria: (1) Successful engineering experience: Max. 30 points; (2) Proposed approach: Max. 25 points; (3) Engineering experience with rural communities: Max. 25 points; (4) Qualifications of project staffing: Max. 15 points; (5) Ability to stay within the project budget: Max. 5 points. One (1) original and five (5) copies of sealed proposals marked “RESPONSE TO CDBG ENGINEERING SERVICES RFP” shall be delivered no later than 10:00 a.m. Thursday, March 2, 2023, at to Hampton City Hall, 5784 Navarre Avenue, Florida 32044. ATTN: Mary Lou Hildreth, City Clerk/Administrator.  In accordance with Chapter 287.133(2)(a), Florida Statutes, a person or affiliate who has been placed on the convicted vendor list following a conviction for a public entity crime may not submit a proposal.

The grant will fund the construction of a potable water back up well and related components. Administration services will include complete project/program management, including financial tracking, monitoring labor standards, environmental review, reporting, project closeout, and related activities. Proposals will be considered on an equal competitive basis, using the following criteria: (1) Successful CDBG Program Experience-Max. 30 points; (2) Qualifications of the Grant Administrator-Max. 25 points; (3) Ability to become familiar with the project-Max. 25 points; (4) Project Approach- Max. 15 points; (5) Fee-Max. 5 points. Please submit one original proposal and five copies marked  “CDBG Grant Administration Proposal”  to the City of Hampton, located at 5784 Navarre Ave, Hampton, FL  32044 (Attention: Ms. Mary Lou Hildreth) no later than 10:00 A.M. on  March 2, 2023.  In accordance with Chapter 287.133(2)(a), Florida Statutes, a person or affiliate who has been placed on the convicted vendor list following a conviction for a public entity crime may not submit a proposal. The City of Hampton is requesting sealed bids to secure the services of an experienced, professional, licensed, and qualified Contractor capable of providing construction services in accordance with bid documents to furnish all labor, materials, equipment, and incidentals required to construct the Water Main Loop Project PHASE 2 as shown on the Bid Documents. This Project has Suwannee River Water Management District Funding under Agreement signed on December 5, 2019.
